This gauge is for the outside air temperature. At 35 degrees, frost can already form on the car windshield. At 70 degrees, the temperature inside a car sitting in direct sunlight can easily climb to 104 degrees after 1/2 hr, and reach 113 degrees after 1 hr, thus posing danger to children and pets left unattended inside the car.
